TDMRC USK Experts Contribute to the Drafting of the Aceh PRRKA 2026–2028

Banda Aceh – Universitas Syiah Kuala (USK), through experts affiliated with the Tsunami and Disaster Mitigation Research Center (TDMRC), has provided academic contributions to the drafting of the Aceh Post-Disaster Rehabilitation and Reconstruction Acceleration Master Plan (Rencana Induk Percepatan Rehabilitasi dan Rekonstruksi Pascabencana Kewenangan Aceh, PRRKA) for 2026–2028. This strategic document was prepared as a guideline for the Aceh Government to accelerate rehabilitation and reconstruction efforts following the hydrometeorological disasters that struck various regions of Aceh in late 2025.

TDMRC’s contribution reflects Universitas Syiah Kuala’s ongoing commitment to supporting evidence-based public policy through the provision of scientific studies, technical recommendations, and assistance in the preparation of regional strategic documents.

In the process of formulating the Aceh PRRKA 2026–2028, a number of TDMRC USK experts were engaged according to their respective fields of expertise: Prof. Dr. Syamsidik, S.T., M.Sc.; Prof. Dr. Muksin, S.Si., M.Si., M.Phil.; Dr. Ir. Yunita Idris, S.T., M.Eng.Structure; Prof. Dr. Ir. Azmeri, S.T., M.T.; Dr. Rina Suryani Oktari, S.Kep., M.Si., FRSPH, M.T., IPM; Alfi Rahman, S.I.Kom., M.Si., Ph.D.; and Rizanna Rosemary, S.Sos., M.Si., MHC., Ph.D. Their involvement reflects a multidisciplinary approach integrating engineering, hydrology, public policy, risk communication, public health, and post-disaster rehabilitation and reconstruction.

Through a series of technical and substantive discussions with the Aceh Government, the team of experts provided input to refine the problem analysis, strategic issues, policy direction, and rehabilitation and reconstruction acceleration strategies, as well as to strengthen the principles of Build Back Better, Safer and Sustainable, disaster risk reduction, climate change adaptation, and more inclusive development.

The recommendations developed include strengthening risk-based rehabilitation and reconstruction, protecting vulnerable groups, integrating climate change considerations into rebuilding efforts, strengthening governance and multi-stakeholder collaboration, developing an integrated disaster data system, and enhancing the capacity of local governments and communities to build disaster resilience.

Beyond physical development, the team of experts also encouraged that rehabilitation and reconstruction serve as a momentum for transforming Aceh’s development through strengthened knowledge management, risk communication, the utilization of research and innovation outcomes, and evidence-based monitoring and evaluation systems. This approach is expected to produce a recovery process that is not only rapid, but also safer, more resilient, more inclusive, and more sustainable.

The involvement of TDMRC experts in drafting the Aceh PRRKA 2026–2028 demonstrates Universitas Syiah Kuala’s active role as a strategic partner of the Aceh Government in supporting post-disaster rehabilitation and reconstruction efforts. Through collaboration among government, higher education institutions, the private sector, civil society organizations, and other stakeholders, the Aceh PRRKA is expected to serve as a strong foundation for accelerating the recovery of affected areas while strengthening Aceh’s resilience against future disaster risks.
